Burgos, the capital of the Spanish province of Burgos, is located in the autonomous community of Castile and Leon. Dating back to the 9th century, it was founded by Diego Rodriguez Porcelos, the second Count of Castile, on the banks of the Arlanzon River in order to expand the Christian population. Situated at a high elevation of 2838 feet above sea level, it was a strategic fortress as well as a major stop along the historic Camino de Santiago (the Way of St. James) pilgrimage route. Burgos served as the capital city of the United Kingdom of Castile and Leon until the mid 16th century when Madrid rose to importance. Architects and sculptors built Gothic-style buildings, and Burgos became known as the Gothic capital of Spain.

Pau is a commune on the northern edge of the Pyrenees in France. The Universite de Pau et des Pays de l'Adour, founded in 1972, accounts for a large student population. The Boulevard des Pyrénees is 1.8 kilometres from the Chateau de Pau to the Parc Beaumont, with views of the mountains. The city plays a leading role for Bearn but also for a wide segment of the Adour area. An administrative capital, it boasts a dense economic fabric including service activities. Pau also plays the role of cultural capital with many events, including sports. Pau heritage extends over several centuries, its diversity and its quality allowed it to obtain the label of City of Art and History in 2011.

The piazza outside the parliament building is also the location of a number of events, and the town hosts a music festival every winter.
